The city of Clarksville was found to be out of compliance with the Civil Rights Act of 1964 by the Tennessee Title VI Compliance Commission in a August 2005 Report. A report that both the city and state of Tennessee agencies, officials, the Tennessee Democratic Party, and Governor Bredesen refuse to answer. Setting the stage for a voters revolt here in the state of Tennessee.
